Carisa Rowe brings a wealth of experience from her more than two decades in financial management and healthcare administration, as well as her success as the founder of Groovy Grower Consulting, a company known for offering longevity solutions to cultivators, manufacturers, distributors, and dispensaries. Carisa began cannabis consulting in 2019 and has maintained impressive clientele and results for her clients.
Carisa combines her expansive knowledge of the regulatory landscape with her ability to create tailored compliance frameworks, helping cannabis operators navigate complex legislation while optimizing operations. Her experience spans from ensuring businesses meet the latest regulations to designing advanced cultivation programs, streamlining manufacturing processes, and developing community-focused retail strategies.
In addition to her professional work, Carisa is deeply committed to philanthropy, raising funds for causes such as youth homelessness, domestic abuse survivors, community care initiatives, medical services drives, and meal preparation and delivery for disadvantaged populations. This commitment to social impact mirrors her passion for advancing positive change within the cannabis industry.

Rachel Klubeck
CO-FOUNDER | CONSULTANT
Rachel Klubeck grew up in Norman, OK where she later graduated from OU and the University of Oklahoma College of Law in 2018. While in law school, Rachel made the Dean’s Honor Roll and earned her certification from the University of Oklahoma College of Medicine, Division of Pediatrics, in Child Abuse & Neglect. Rachel interned for the Oklahoma County District Attorney Special Victim’s Unit in 2015, and then for the State of Nevada’s top family law firm, Kainen Law Group, PLLC, in Las Vegas, Nevada in 2016 where she witnessed the legalization of recreational cannabis across the State of Nevada.
Nearly the same time Rachel passed the bar exam in 2018, the passage of SQ788 took place legalizing medical marijuana in Oklahoma. Rachel subsequently launched the concepts of Loud Consulting and Loud Legal PLLC - a consulting firm and law firm specializing in all things cannabis.
In 2019, Rachel received the NextGen Under 30 award for her achievements in the Oklahoma cannabis law industry. In 2020, her article “Waste Not Want Not” about cannabis waste was published in the first ever medical marijuana edition of the Oklahoma Bar Journal (March 2020), making her one of the youngest solo-published attorneys in OBJ history at age 27.
In 2021, 2022, 2023, and 2024, Rachel was awarded the Super Lawyers Rising Star for cannabis law – a distinction only 2.5% of Oklahoma attorneys accomplish. Early this year, she joined a criminal defense firm where she practiced in downtown OKC to gain experience and better serve her clients, and has since returned back to solo practice. She is admitted to practice before the Supreme Court of Oklahoma and the United States District Court for the Western District of Oklahoma and is presently Of Counsel for Jarman Law.

Shaine is adept at stabilizing THC and terpenes, improving weights, and implementing tailored nutrient regimens that maximize plant health and yield. His commitment to cost efficiency drives the development of practices that not only enhance productivity but also align with sustainable farming principles.
In addition to cultivation techniques, Shaine excels in facility design and project management, overseeing buildouts that optimize workflows and production efficiency. He has a strong focus on compliance, conducting HACCP evaluations and remediation, ensuring that all practices meet the highest safety and quality standards.
Shaine also specializes in product decontamination, SKU diversification, and increasing product value through strategic planning and innovative methodologies. His expertise in tissue culture propagation (TCP) further enhances his ability to deliver consistent, high-quality genetic material for cultivation.

A sought-after public speaker, Sabrina has addressed audiences at numerous cannabis and insurance conventions. In addition to being a Certified Insurance Service Representative (CISR), Sabrina was recognized as one of the Top 30 Power Players in Cannabis by Top Tree and voted Best Cannabis Products/Services of 2021 by Merry Jane Media. She is also an active member of the Minorities for Medical Marijuana Association, the National Cannabis Risk Management Association, and the Diversity Business Association, with a commitment to advancing diversity and inclusion within the cannabis space.
